Case study: The ‘Mitte Altona’ case

This introductory unit is suitable for exploring the topic of ‘Protest & Participation’ over the course of one or two double lessons, using the case study of the ‘Mitte Altona’ urban development project (Hamburg). It also includes an introductory sequence (Material M1; duration: approx. 20 to 30 minutes), which is recommended as a general introduction to ‘Mitte Altona’ before moving on to other units in the module. The simulation exercise in the introductory unit (Material M2) can then also be carried out to conclude the topic.

The aim of the complete unit is for pupils to gain an overview of the urban development project, the stakeholders involved and their interests, to identify the lines of conflict and to explore the decision-making processes. Following the introductory sequence, the participants therefore form stakeholder groups comprising citizens, the city/administration and investors/property owners. A facilitation group may also be appointed. Using the materials provided, the pupils examine the subject matter from the perspective of the respective stakeholder group. The session concludes with a negotiation session at a ‘citizens’ forum’.

The resources include introductory materials as well as a starting scenario, role cards and tasks for group work. Guidance notes for teachers are also available.
