Controversy surrounding the ‘Helios site’ in Cologne-Ehrenfeld
A former industrial site in the Ehrenfeld district of Cologne, once the headquarters of Helios AG, is set to be redeveloped following its sale to an investor. The owner plans to build a shopping centre and flats on the four-hectare site.
To date, the site has been used for small-scale commercial and cultural purposes; amongst other things, it is home to a popular trendy venue. A citizens’ initiative has been set up to oppose the investor’s plans, with the initial aim of preserving the site’s current use. A public consultation process is getting under way. Ultimately, a new development and land-use plan is drawn up, incorporating a school, flats, cultural facilities, commercial premises and restaurants, as well as open spaces.
This case serves as a prime example of various facets of gentrification and, due to the site’s history, its current use and its manageable size, provides a highly illustrative case study. At the same time, it combines protest and participation as distinct aspects, because what were originally purely protest events have been transformed into a participatory process that has gained a comparatively high level of acceptance amongst all those involved.
