‘Pergolenviertel’: Housing development versus allotments

In the Barmbek district, which is close to the city centre, the City of Hamburg plans to build around 1,350 flats. As the plots earmarked for the development are owned by the city, there is the potential to construct a high proportion of socially-funded housing. However, although there is an urgent need for affordable housing in Hamburg in particular, the plans are meeting with resistance – as 330 allotment gardens will have to make way for the project. These allotment gardens have been in existence for many decades.

In a public consultation process initiated by the responsible North District to inform residents and improve transparency, the allotment holders affected are pursuing different objectives. Whilst some categorically reject the new-build plans and are launching a citizens’ initiative to preserve the allotments, others are attempting to negotiate the best possible alternative solutions and compensation.

Using the Hamburg example of the so-called ‘Pergolenviertel’, this case illustrates a conflict over the use of inner-city land that has been increasingly common in numerous cities for some time. On both sides – that is, those for and against residential development – there are both individual and public interests at stake: For example, allotment gardens are used exclusively for private purposes, yet the allotment sites also have a positive impact on the urban climate and biodiversity; similarly, building cooperatives are interested in improving their own housing situation, whilst new-build projects also help to ease pressure on the housing market.

The teacher’s guide contains a case study and factual analysis, as well as methodological and didactic guidance. A worksheet and materials for conducting a role-play are also provided.
