A2: Legal aspects of urban development
Large-scale urban development projects, just like smaller construction projects, are often controversial at a local level, partly because the planning and decision-making processes appear to local residents to lack transparency. Consequently, criticism is levelled not only at the construction projects themselves, but also at the way they are carried out and, in particular, at the length of planning procedures.
Whilst local people, on the one hand, regard themselves as experts in urban design and, on the other, feel either not at all or insufficiently involved in matters of urban development, the local authority is bound by regulations that also encompass various forms of public participation.
As an in-depth module, this teaching unit examines the fundamental structures of planning law procedures, whilst avoiding abstract theory and instead relating the subject matter directly to the ‘Mitte Altona’ project.
